How do I lock a test plan or custom template

I have created some custom templates and a couple of "reference" test plan artifacts. I install these using import.

How can I make these templates and test plan artifacts unmodifiable like the default templates when importing them.

How could I programmatically set my templates to the default?

Ideally, there would be some flag in the xml file or some switch for the import program to do this...
