Configure Sections pane for all the Test Cases of a Test Plan

I have 10 test cases in a Test Plan. When a Test Case is selected, I want "Pre-Condition" to be displayed in the Sections pane for all the Test Cases. Currently. I have to select Pre-Condition from Manage section window after selecting each of the 10 test cases. Can this operation be done at one point and is reflected for all 10 test cases?

Unfortunately, no. However, you can create/modify the test case template (see https://jazz.net/help-dev/clm/topic/com.ibm.rational.test.qm.doc/topics/t_working_with_templates.html) and add the Pre-Condition section to the template so newly created test cases will display the Pre-Condition section.
