There is no fixed upper limit on the number of test cases or test plans that can be created in a single RQM component stream.

There are published performance results for an RQM component stream with 1500 test plans and 1 million test cases: https://jazz.net/wiki/bin/view/Deployment/ELMLargeScaleAndPerformanceReportRelease701
