RQM installation

I have downloaded and install RQM on my machine but i can only see "Quality Management" and can browse Test cases and Plans but can't see create and Import sections in 'Constructions and Planning'. seems like, i need to install some other packages as well for "Change and Configuration management","Design management" and "Requirement Management" , can anybody help me out on this. Thanking you in Advance.

It sounds as if the "Role" associated to the user you are logged in with does not have full permissions to create QM Artifacts
Go to Administration -> Manage this Project Area and check the Role associated to the user: you can create new Roles or modify the Permissions of the Roles within this UI
