Can't see email template changes

We've created some changes to our e-mail templates using the web client.  We've tried this on both RTC 4.0.5 and 5.0.1.  The Test interface works fine, and we use the Generate and Apply buttons.  We see the updated configuration-data changes in the project's XML, and we see the changed format in the Test user interface.

But we never see our changes in actual e-mail notifications.  Our notifications always continue to use the default format. 

I see no extra steps required in the help, other than saving the changes.

We've done this both with our customized Scrum-based projects, and also a vanilla Scrum project.  We never see the updated format in actual e-mails.

What am I doing wrong?  Thanks!

 Hello Mark,
pls check that your (and other users) emails settings use HTML format.
(which is not used by default)

Modified email templates only apply to HTML format.

Thanks, Eric.  That was the problem.
It's too bad that every user has to edit their profile and Mail Configuration to see the changes, but I understand.
