Can I upgrade Cognos V.10.2.1 FP2 (bundled in Insight 1.1.1.4) to Cognos V.10.2.1.1 FP3 to support required new functionality in Cognos?

I'm not sure if this is a tested scenario (= not supported).
Insight delivers some customizations on top of the standard Cognos installation that might be undone by applying a Cognos Fix Pack, so there's a risk involved in the operation, as I've heard of some fix packs breaking some Insight functions.
In general, should you want to try it anyway (better on a test environment), it's important to consider that you need to rebuild and redeploy the application EAR file as the Cognos fix itself only updates the product installation.

- uninstall the cognos application from WAS console
- Delete the old ear file: [Insight Installation Folder]/cognos/p2pd.ear
- Rerun the setup and select next up to "Build and Deploy Reporting Components" where you redo the Deploy action
