How can I integrate PVOB to Jazz?

Now I can do synchronize a VOB to Jazz, but when in the situation of PVOB, I can't integrate it to Jazz correctly. What should I do?

The PVOB is used to provide the activity/baseline/stream information
used by the synchronize operation (the system knows the location of the
PVOB because you specify it when you specify the stream that you want to
synchronize ... in particular, the stream is located in the PVOB).
