How to mandate defect popup for every test step fail in RQM

For every test step failed during execution, I want the defect page to be poped up in RQM. Logging defect should mandatory for every failed testcase. Please help to configure this.

Currently, this is not supported.

I would suggest adding your requirements to Enable option to require defects to be associated with failed or blocked status (42246).
