Modified Date and History do not match

A customer is using RTC 3.0.1.3. ( also planning to upgrade to 4.0.6).
Recently he found mismatch between 'modified date' and 'history' in work items.

The 'modified date' of a problematic work item shows '2014/03/07 8:28',
But there is no record in the history of the work items.
 
He found 30 problematic work items out of 3998 (as of Apr/3)
He said users probably have done:
1. Importing CSVs to update work items on the day.
2. Multiple bulk Editing work items on the day.

I was looking for a fixed known defect for the issue but have not found yet.
Does anyone know about the issue?

Hi Takki,
In my testing, if you bulk edit multiple work items to change an attribute value, and the attribute's new value is same as the old value for any work item, the work item's modified date will still be updated as the current date/time.
However as the attribute value is not changed, there's no record in the work item history.

I'm testing in RTC 3013 Eclipse to modify 'Owned By' or 'Status' attribute of multiple work items simultaneously using bulk edit.

But I have not seen what you said. Which attribute did you test?

 I've verified in RTC web client 3.0.1.3 and 4.0.6 that 'modified date' only is updated when I changed the same value of 'Owned By' attribute of multiple work items simultaneously. On the other hand, RTC eclipse client does not update  'modified date'. I will discuss with the client whether a RFE should be created or not. Thank you.
