As far as I can see, the Effective Estimate is based on the estimate attribute or, if set, the corrected estimate.
If you use this column and the estimate is not set, it uses the estimate attribute. If you change the value it sets the corrected estimate. It displays the correct value from estimate/corrected estimate.
