Are there permissions required to import a work item

I am able to import work items with no issues.  One of my developers sent me the csv file he was using to import.  It worked fine for me.  i had him sign into my eclipse on my vdi and i did the import with the same exact file it did not work.  I am getting an error when he does it that says the planned for is not set.  It is in the file and i just imported the same file and it worked.

As far as I can tell, the user trying to import needs the permissions to
  • Create work items
  • Modify the work item attributes

Also the operational behavior like required attributes etc. will be taken into consideration, based on the role, target project area/team etc.
