You should be able to remove these and recreate these without issue as long as all URLs used are identical to what they originally were. That would be true for any OSLC integration with Jazz, e.g. with other Jazz applications, ClearQuest, DOORS, where links are stored.
The consumer key creation is directed towards getting an access token which is used to access protected resources between the "friends". Those can be lost for other reasons and may need to be recreated. But the URLs that are created for the links are independent of this authentication process.
