I am trying to create test plan on new project and there isn't any create on test plan menu list

I am trying to create test plan on a new project and there isn't any option to create test plan at test plan menu, I can only see the "browse" for: planning, construction, lab management, build or execution.
I am using an user admin that is also part of the project members an have permission of create Test Plan.
The license activated for this user is: Rational Quality Manager - Contributor-Floating.

I checked the permissions and eventually i give all rights, but the problem persist.

This most likely means your user doesn't have the correct license assigned
Please assign the Quality Professional license for the relevant RQM version (I believe version 3 licenses will not work on version 4) and retry.
