Hello.

Is it possible to have approvals on RRC artifacts in the same manner as RTC workflows i.e. collections cannot be sent to RTC until all the artifacts have been approved.

Not at the moment. The workflow engine used for work items and tests is not used by the RM application.  RM review and approval artifacts do not change the state of the artifacts or limit one's ability to make requirements collections available to a CM system like RTC.. For now, you need to implement this as a manual workflow.
