Artifact Categories and Attributes can be accessed via the Manage Project Properties sections. You will be able to see the default values along with a section for customization (assuming the logged in user has the appropriate permissions to save and modify)

I wonder if you meant to link to Defining custom attributes from the Project Properties page, instead of Upgrading to version 4.0.1?

The connection between objects in different CLM domains is basically done by CLM links e.g. a requirement implementation is tracked by a RTC task and is tested by some test case in RQM. The links between the elements keep things related and allow tracking.
