How do I duplicate the Life cycle projects ?

By duplication, I believe you mean to create new LPA project based on an existing LPA which has been refined to match your processes.
If that is the case, you could try with
1. Extract Process Template from existing Project Areas (from all app's - ccm, rm and qm, as appropriate)
2. Create new PA's individually using Process Templates extracted in step 1
3. Create a new LPA and use "Link to Existing..." for all the artifact containers and select the new PA's created in step 2.
Note : I have done minimal checks, you may want to test this solution thoroughly on test/staging environment first.

I am not sure what you already want to do. Do you want to create a clone of all projects (qm, rm, ccm project) belonging to lifecycle project? If yes, then unfortunately there is no such feature in CLM. You can create new enhancement if you want such issue: https://jazz.net/jazz/web/projects/Jazz Foundation#action=com.ibm.team.workitem.newWorkItem&type=enhancement
