Is RTC web client better than ClearCase/ClearQuest Web Client?  Any white paper or  POV  or  documentation on Jazz architecture vs clearcase architecture would be helpful.

What is better? I would say, that's a matter of taste.
From my personal point of view the RTC web client is better, than the ClearQuest Web Client.
