Due to a few accidental deletion of the streams, we disabled the
permission to allow anyone to delete a stream but atill leave all
team members to be able to add new streams.

But one user reportd the following when he tried to create a stream:

You don't have permission to Save Stream .

Reason


In order to carry out this operation, you would need permission to
perform the following additional actions:
Action:
ID:
Delete the stream
modify/stream/delete



Apparently, you need to have "Delete stream" permission to
create streams.

This doesn't sound like expected behaviour to me.
Should we report it as a bug?
