According to installation guide, if you want to install RTC on your current Eclipse, you have to use installation manager and install RTC on your local computer, then extend your own Eclipse with RTC. In fact all developers in a company have the same Eclipse IDE, they want to install RTC on it one time then distribute to everyone, thus there is no need to install RTC on each developers' desktop.
Can RTC support this deployment model?

You don't really need install manager to install jazz. It installs just
like any other eclipse plugin. Simply create .link files that point to
the appropriate dirs (all the subdirs of the jazz directory). You will
need to ensure that EMF 2.3.2, GEF 3.3.2 and DTP 1.5.2 are also installed
as jazz requires them.
