Great idea!  I don't know of any such notifications, but hopefully someone else does.

We announce new releases on the Jazz team blog.  There is an RSS feed for blogs tagged with RQM that you could subscribe to:  https://jazz.net/blog/index.php/category/rational-quality-manager/feed/
