Failed to save Requirements Links error in RQM

I'm am using OSLC between DOORS 9.5 and RQM (and JTS) 3.0.1.1 and when I try to save a requirements link that I've read in from DOORS, the save in RQM fails indicating "Failed to save Requirements Links" and gives no more information.  I can create a validate link in DOORS pointing to an RQM test case without a problem and I can view it in RQM.  I have checked and double-check my friends, consumers and white list settings in RQM and have checked the server to verify there are no errors with any of these services (server reports all is well).  I am using Google Chrome and Tomcat server.  Here's the javascript log from Chrome:

    This is an ERROR coming off the TOMCAT server:

    " is not bound.

    I do not know why this isn't working and would appreciate any help.  Thank you!

You are getting errors with linking requirements with Test cases in RQM because you are using 3.0.1.1 version of RQM.  Full support for OSLC integration with DOORS is not supported until RQM 4.0.

Before RQM 4.0, the integration with DOORS was based on RQMI but OSLC could be used to get rich hover for requirements.   The other functionality such as linking requirements and test cases via OSLC is not supported until RQM 4.0.

Also Chrome is not supported until 4.0.1 with some conditions. See the supported browser in System Requirements:
