i recently created a sandbox in jazz.net to test the formal planning template, but when i create it takes Scrum by default, is there any way to change it and test formal planning?

I don't think it's possible, but you can try creating a formal project on the hub:
https://hub.jazz.net/create

As far as I could tell, the hub is just for non-profit use.
