When RRC and RQM are linked is there a way of the test case . script being flagged that the related requirements have changed. is there a concept of Related or Affected by links? Or another way of this being flagged?

Yes there is.
If there is a change in the requirements, the linked test cases are marked as suspect indicating that the requirements are changed.
