What is the distinction between snapshot-related permissions under Source Control

Wondering if anyone could clarify the distinction between these 2 "snapshot" related process configurations
found under Source Control....  Save Snapshot (server)  and the create and delete snapshots under "stream"...

"Delete Snapshot" will allow you to delete snapshots. "Create and delete snapshots" allows you to create a snapshot or change the owner (move it from the stream to another stream or repository workspace). The create permission isn't required to create or delete a snapshot for your own repository workspace.
