How to restrict some people / Team to specific components in RTC SCM?

Here the scenario is
              Portal Stream
                    WAS (Component)
                     Dev (Component)
                     Builds (Component)

Now i Want Dev team to access (Read and Write) all 3 components and operations team can only access(Read Access) Builds Component and Managed services Team can access (Read Access) WAS & Build Component.

You can use access groups. See https://rsjazz.wordpress.com/2016/01/27/manage-access-control-permissions-for-work-items-and-versionables/ for some explanation. As far as I know the visibility of a component can only be the project area or an access group. This is new functionality that was finalized in RTC 6.0.2.
