Error Importing Word Document

When attempting to import requirements from a Word Document, I am receiving the following error message:

A server error was received while importing the Microsoft Word document.

ID CRRRW7573E A server error was received while importing the Microsoft Word document.

Errors

Message: Conversion Error
Details: Fatal errors during conversion: CRRS8700E User does not have the permission to create an artifact of type Feature.

Any ideas as to how to correct this?

Are the permissions associated with the user you are specifying to connect to the RQM server have the appropriate credentials to create artifacts?
