Does RTC track how much time a developer spends on a work item and log that in the work item?

No, there is no automatically time tracking. However, there is an
enhancement request for it.

Hi!

Does the Mylyn Jazz connector do this? It already tracks the time spent on a task, so the Mylyn Jazz connector "only" needs to update the time spent in the Jazz work item.
