As per my knowledge, currently only a Move / Copy between Project Areas of the same repository is possible

For performing this action on multiple workitems, there is a new action plugin, you may want to have a look at this:
Bulk Move WorkItems Between ProjectAreas

for move/copy across repositories, csv export and import could be useful but you may want to be cautious about links and attachments
