Cannot save in RTC.

Tried adding roles, customizing the permissions, but still cannot create work items.  The following is the error message:

Missing required license.

The client access licenses assigned to the current user do not allow the "Save Work Item" operation.  Assign one of the following license types to this user to allow this operation: ClearCase Connector, Contributor, Developer, Build System, ClearQuest Connector.

Have you done what the error message says, i.e. assign the user one of the specified licenses?  What licenses are currently assigned to this user?

The user, except the roles must have valid client license. Navigate to https://your-server:9443/jts/admin#action=jazz.viewPage&id=com.ibm.team.repository.users and select the user for who you have the issue. Then select on of the licenses mentioned above. This should fix your issue.
