Artifact Container Association not working

Created a friendship between the 2 servers

When associating the artifact container the only associations available are for use: is change sets for Provide: Change requests

Is there a way to configure different workitem types?  we created an association with ChangeSets proved by the 1 project which created a use Changeset in the other project (which I would have expected).  Howver when trying to associate a related change request it gives us a provide at both ends???  One project we want to provide Change Requests On the Other Server the project should provide Defects.  We can't create the association for the DR system to provide Defects and to use the defects in the other project.  The other project we want to provide Change requests to be used by our DR system.  However when we create the association as I stated before gives us a provide on both ends??  Can someone assist and give us some guidance on setting up association with the artifact containers.

The association mechanism tells the system what kinds of OSLC links can be created between the two project areas, and an OSLC link knows what types of artifacts it can be stored on (source type), and what types of artifacts it can point to (target type), but you cannot limit/constrain the source or target type of an OSLC link when you declare an association.
