RQM license in Sandbox 2 not working, can't log in?

 I created an RQM project only a week ago, and when I tried to login recently, I received this error. Please help!

You have successfully logged into Jazz Team Server but you are not authorized to access Rational Quality Manager.

An error response was received from the Jazz Team Server. Status=400. Message: CRJAZ2343E The license "Developer-Floating" is incompatible with the application "b0875428-62a8-42de-948c-dba1628b907f" which is requesting a checkout. The license has specified an application compatible behavior of: "ConfigurationAndChangeManagement-4.0 QualityManager-4.0 RequirementsManagement-4.0 ". The application has a compatible behavior of: "QualityManager-4.0.1". This could be because the license is old and the application has been upgraded and the license is no longer valid. If this is the case, the license should also be upgraded in order to work with the application.  Never mind, it has resolved itself now for some reason.
