What is the root cause of LoggingUtils:error AQXIN5014E and What is the impact on the server ?

Hello Team,

We are currently using REST api to query Test Plan, Test Suite, Test case and post back results.

We got some info that LoggingUtils:error AQXIN5014E crashed / slowed down the server, Is that true ?

I could reproduce the same on locally-hosted server,
