This worked for me right now. Please check also https://jazz.net/downloads/help.jsp.

I've tested right now and still doesn't work: https://jazz.net/downloads/rational-team-concert/releases/4.0.1/RTC-BuildSystem-Toolkit-repo-4.0.1.zip
Same error 500.

I'm getting exactly the same problem, I've tried using a download manager (and not using a download manager). 


Any suggestions?
