Where are the SCM tools on a Windows installation

I have a RTC 3.0.1 server running on a windows VM.   I can't find the SCM folder anywere on the C: drive.   Was that an optional item at install time?

How can I install them now so I can run command line stuff?

SCM tools is a client, therefore not included with the server install. It is part of the Eclipse client install. It should be an option if you're using Install Manager. For the plain zip, it will be in a folder called 'scmtools'.
