Is there a way to prevent non-admin users from changing workitem changeset association?

The feature works fine as described at the bottom of:

"To remove the association between a work item and a change set, expand the change set to display the work items, then right-click the work item and click Remove."

But we are concerned that anyone is allowed to do this. Is there a way to limit who has permission to do this?

 Currently, only the owner of the change set can perform that operation, so you do not have to worry about anyone being able to remove the association.   There is a work item requesting that the ability to make this association be controllable by permissions: Process enable add/remove work item from change set (57870)
