Temporarily disable e-mail notifications in a multi ccm environment

I am importing a number of work items from one project to another.  I dont want to spam the users of these work items when I import the work items.  I saw a suggestion to use the following link to disable notifications:

The issue with using this link, is that the email notifications is already set to False.  I think the setting is being overridden by the setting on JTS.

Any suggestions on how to work around this?

It's the same on my system. The CCM E-Mail settings are disabled, but the JTS Email Settings are set. And they take precedence over it.

What you could test is, if the CCM settings take precedence, if they are also enabled. If this is the case, you may use the Whitelist functionality, to disable sending mails to anybody.
