How do you use Project-specified Work Environment in Scrum Template?

We have standardized on managing to a 6-hour work day for RTC.  How do we accomplish this?
Are there ccm-wide default setting somewhere? 
I see the scrum template allows the setting of project-area default 
work environment but they appear to be overwritten by the default 8-hour 
settings for the user account.

Hi Virginia:


RTC allows every user to define its own work environment, including work days, work assignments, and absences. If users do not customize their work environment, a default work environment is used. This default work environment can be edited using the Work Environment configuration option. You can set the work hours per day, the time when the working day stops and the working days of the week.

Globally change work day setting:
  1. To globally change the default, specify the work hours per per day in the Work Environment section of the Project Area editor.  
  2. Check the box that "users cannot modify their own work allocation"
