I'm reformatting an exchange from last April as a question/answer as requested.  Note that the original inquiry was specifically in the context of JazzHub:

"We wanted to use the RTC for a computer lab where students can upload their work but without copying from each other. I wanted to ask if it was possible to upload files to all members without them being downloaded except by specific users."

The way we handle this in the academic process so that students can't see each others' work (and the same basic approach applies for any process template) is to create teams that have their own private stream. Once the team is setup (even if it's a team of 1) the owner creates a new stream with the team area as the owner, when new components are created in the stream you can select "Restrict to members of this team area" to keep it private to that team.

Permissions can also be addressed by role, so that's another way to restrict access.(Access this by going to "Manage project" then the permissions tab)
