RRC 4.0, can we obtain the URL's associated with creating artifacts, collections, etc?

We are using RRC 4.0 and want to be able to have the mini-dashboard contain a listing of useful URL's that the team could leverage.  Is it possible to obtain the URL for menu actions such as "Create Artifact"?

In V4 I know of nothing in the web client that exposes the create artifact menu as a URL. Now with collections if you open the collection you will see in the bookmark at the top, at the end, an URL link icon at for that collection. Click that link icon and the pop-up will provide the resource URL, for example

The only way I know of creating artifacts, outside the web client, is via OSLC. This blog by Rosa talks about some new folder features available in V4.
