While creating requirement artifact I get "
You aren't permitted to put an artifact of the selected type into the specified folder. Please change the type of the artifact or change which folder is to contain the artifact." warning. When I choose "pick folder" menus are disabled. I use Win 7 64 bit.

There is a good chance that your RRC project has team areas. And administrator of your project assign one of the team to those folders as the owner. And as you are not in those owner groups, you cant edit/add something to those folders.
