Server does not see the newly created work item type

My goal is to create a work items of type Scenario that can be linked to work items of type use case. And because the work item of type Scenario does not exist, I went ahead and added a new You don't have permission to Save Work Item . You might have to grant permission to create that new type first:
- open project area editor on Process Configuration tab - go to Team Configuration > Permissions in left tree - make sure Work Items > Save Work Item > Create a work item > Create a 'Scenario' work item is checked in the right tree (Note that permissions can also be configured by iteration and team area, but in a default configuration the above should be sufficient.)
