Can RTC OSLC Work item service be used where we require transactional behavior?

We need to create several inter-linked work items through a program as part of a transaction. Can the OSLC work item service provided with the base product (RTC) be used for this purpose - as it does not look like it can participate in distributed transactions? Can PJCL be used for this? If not then what is the correct approach for this kind of requirement? Do we need to write a custom plug-in for this?
