Can we limit permissions to enable only Product Owners to update plan views (specifically rank-order the product backlog)?
At present, Team Members can edit a plan view and update the rank order of user stories in the Product Backlog. We'd like to limit this capability to Product Owners. Is there any handy way to do this?

You should be able to control this by controlling the permissions for "Modify the work item->modify the Rank Attribute" and "modify the Work Item's priority", and granting that only to the Product Owner role.
