Users get an email from the system and this email contains any special characters like Polish/Danish letters they are displayed as "?" 
Note: steps to replicate 1) Create a workitem and subscribe.

2) Please copy-paste below national letters below into a comment in work items and wait for the email notification you

Example: Sample text: æøåÆØÅ łżźąć 

Actual: special characters like Polish/Danish letters are displayed as "?"

Try adding the below comment to the server_startup file and restart the server.

set JAVA_OPTS=%JAVA_OPTS% -Dfile.encoding=UTF-8

Note: Since it requires a restart, plan the outage accordingly with less business impact.

This is, as far as I am aware, due to a behavioral change in newer Java versions.
