How can I change the tag of a question?

When a question is asked, the wrong tag might be used by people not used to all these tags?
For example, https://jazz.net/forum/questions/13321/adapter-api-for-rqm is currently tagged with jazz-foundation but it obviously should be tagged with rational-quality-manager.

As I'm not the owner of this question, is there a way to remove the jazz-foundation tag and add the rational-quality-manager tag instead?

On Stack Overflow your editing/moderation rights increase as your reputation level increases. On SO you need 500 reputation before you can retag questions; depending on how close a clone this is I'd expect that you will need a similar amount of rep here.

This is exactly right. On our Forum it is also 500 reputation points to retag someone else's question. I will retag the question @lanneluj mentioned.

According to @packham, the reputation point requirement has been dropped to 10.

Yes, we lowered it when we adopted the new forum so more developers could retag questions. We may raise it back up later.
