can anyone tell me what does Deliver( client) do in RTC.

Deliver( server) delivers the code in the repo what does Deliver (client) option do

it is under Operational Behavior---> source control

Those are advisors on the deliver operation. The 'client' part means it runs on the client. The 'server' means it runs on the server and cannot be overridden by the client. The server advisor is the recommended one to use.
