Timestamp attribute type -- time only?

Given a timestamp attribute type... is there any way to specify only time format?
I need the following:

meeting date (timestamp field, to show the date)
start time (time only)
finish time (time only)

Another I had was to use 1 attribute for the start date/time, and another one for the finish date/time.
But it seems that alghout I can enter the times on the fields, when they are shown in a query, results show something different (time=12:00)

Ideas? Is this possible on 1.0.1.1?

Is the issue resolved after near 2 years ? I checked the link and the work item is still open! It is weird for it should be simple fix.

I implemented like below:

Start Hour: Drop down menu with values: 1 to 12

Start Min: Drop down menu with values: 00 to 59

AM/PM Radio Buttons.
