Programmatic create new tab

Hi,

I want to create new tab to risk work item editor by programmatic.
For the first step, I want to look overview tabs's implementation for an example.
I try to find com.ibm.team.workitem.tab.overview.risk, but I can not find it.

Please, give me a suggestion or tell me where com.ibm.team.workitem.tab.overview.risk is.
