Although you can use repotools to export and import the database it is not the recommended to be used for backup of a CLM solution.
Repotools -export and -import are, for all I know, only supposed to be used in scenarios where the database vendor is changed. For example if you started with Derby and want to go to DB2.
The reason why it is not recommended to be used for backups is the time needed, especially to do the import. For big databases it can take a very long time and is therefore not really feasible.
The online help referred to repotools for backup too, but that should be fixed soon.
Please see https://jazz.net/library/article/795 for how to back up your CLM solution. It does not include Design Manager, but many of the hints probably still apply. This includes a link to a technote important for backing up Oracle.
