Is there an Upgrade path planned from RTC 2.0.x to RTC 4.x?

I was looking at the milestones for RTC 4.x and I see that there only exists an upgrade path from 3.x to 4.x.
Is there a path from 2.x to 4.x in development?

According to online manual (CLM 4.0 pre-release - subject to change),

it says:

Note: Upgrading from version 2 to version 4 is a two-step process. You must first upgrade your server to version 3.0.1, then upgrade to version 4.0. This information center only covers upgrading from version 3.0.1 to version 4. For instructions on upgrading from version 2 to version 3.0.1, see the 3.0.1 information center.
